Adhoc Steering committee holds one-day meeting to strengthen coordination and STVET-VCD project implementation

The Adhoc Steering Committee for the Skills for Technical and Vocational Education and Training, Vocational and Career Development (STVET-VCD) Project convened a one-day review meeting in Juba on 29 July 2026 to strengthen coordination, provide strategic guidance, and accelerate project implementation.

Held at Gelila Hotel, the meeting brought together senior officials from the Ministry of General Education and Instruction (MoGEI), representatives of the African Development Bank (AfDB), UNESCO, the Project Coordination Unit, and other key government stakeholders. Participants reviewed project progress, discussed implementation challenges, and agreed on priority actions to enhance delivery and ensure that project interventions remain aligned with national development priorities.

The STVET-VCD Project is a flagship initiative designed to strengthen technical and vocational education and training systems in South Sudan, improve employability, and create sustainable livelihood opportunities for young people. Through investments in institutional strengthening, curriculum reform, instructor development, and youth skills training, the project seeks to equip learners with competencies that respond to labour market needs.

During the meeting, stakeholders reflected on achievements made to date and examined areas requiring further attention to ensure timely and effective implementation. Discussions emphasized the importance of stronger collaboration among implementing partners, effective monitoring mechanisms, and coordinated decision-making to maximize project results.

The review meeting focused on three key objectives:

●      Strengthening Coordination: Enhance collaboration and information sharing among government institutions, development partners, and implementing agencies to improve project delivery and accountability.

●      Enhancing Strategic Oversight: Review project performance against agreed targets, provide policy guidance, and ensure alignment with African Development Bank requirements and Government priorities.

 

●      Improving Implementation Effectiveness: Identify implementation bottlenecks, agree on practical solutions, and accelerate the delivery of project activities to achieve planned results.

Participants also reaffirmed the importance of regular monitoring and reporting to support evidence-based decision-making and strengthen oversight of project activities. The meeting further clarified roles and responsibilities among stakeholders and identified priority actions for the next phase of implementation.

The review meeting attracted senior technical and management representatives from MoGEI, including officials from the Planning, TVET, Teacher Education, Inspection, and Education Management Information System (EMIS). Representatives from the Ministry of Labour, the Ministry of Higher Education, Science and Technology, the Ministry of Lands, Housing and Urban Development, and the University of Juba also participated alongside development partners.

The meeting concluded with a renewed commitment from all stakeholders to work together to ensure the successful implementation of the STVET-VCD Project and to expand quality skills training and career development opportunities for youth across South Sudan.

The STVET-VCD Project is funded by the African Development Bank (AfDB) and implemented by UNESCO in partnership with the Government of South Sudan and other key stakeholders to strengthen technical and vocational skills development and support economic growth through a skilled workforce.
