MoGEI TVET Directorate Holds Workshop on Organizational Capacity Assessment and Priority Setting

Juba, South Sudan, September 2026 – The Directorate of Technical and Vocational Education and Training (TVET) under the Ministry of General Education and Instruction (MOGEI) has concluded a three-day workshop on organizational capacity assessment and priority setting under the ADRA SKY Project.

The workshop, held from 14 to 16 September 2026 at the ADRA compound in Juba, brought together TVET officials and key stakeholders to assess the Directorate's institutional strengths, identify capacity gaps, and establish strategic priorities for improving technical and vocational education and training in South Sudan.

The SKY Project, Empowered Youth and Women Through Skills, Peacebuilding and Protection in Wau and Tonj South, is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by ADRA South Sudan.

The workshop aimed to strengthen the Directorate's ability to evaluate its organizational assets and develop practical strategies to enhance the delivery of quality, inclusive, and market-relevant vocational training programmes across the country.

Opening the workshop, Simon Nyok, Director General for TVET, emphasized the importance of the assessment process.

"This assessment will help us understand where we are, what resources we have, and what we need to prioritize to make TVET more responsive to youth employment and labour market needs in South Sudan," he said.

During the three-day engagement, participants reviewed key areas including strategic planning and policy implementation, human resource systems, staffing and technical expertise, stakeholder engagement, financial management and budgeting, resource mobilization, gender inclusion and equitable access, management systems, and data management, record-keeping, and reporting.

The discussions resulted in a draft priority-setting framework that will guide the Directorate's work plan for 2026-2027, helping to strengthen institutional performance and improve service delivery.

Speaking at the workshop, Josphat Kutyauripo, ADRA SKY Project Manager for South Sudan, reaffirmed ADRA's commitment to supporting MOGEI in delivering quality and inclusive skills development opportunities for young people and women.

"ADRA remains committed to working in partnership with the Government of South Sudan to strengthen technical and vocational education and training systems that respond to labour market demands and expand sustainable livelihood opportunities for youth, women, and vulnerable communities," he said.

Through the SKY Project, ADRA promotes green TVET and basic rural technologies by linking practical skills training with private-sector demand, entrepreneurship, apprenticeship opportunities, and pathways to employment and self-employment. The initiative contributes to building a skilled workforce while supporting economic empowerment and resilience among young people and women in South Sudan.

ADRA South Sudan is working closely with government to strengthen technical and vocational education and training that meets labour-market needs and expands sustainable livelihoods opportunities for young people, women and vulnerable communities.
