MOGEI and UNECSCO Validate General Education Sector Monitoring Framework 2023-2027

Juba, 21 August 2026 – The Ministry of General Education and Instruction (MOGEI), with technical support from UNESCO, has concluded a four-day workshop to validate the General Education Sector Monitoring Framework (GESMF) 2023-2027. Held from 18 to 21 August 2026 at Transit Hotel in Juba, the workshop brought together education stakeholders to finalize indicators and monitoring tools for tracking progress in the implementation of the General Education Strategic Plan through 2027.

The workshop convened directors from MOGEI, technical experts, and development partners to review and validate the draft framework, agree on sector indicators, and strengthen mechanisms for data collection, reporting, and monitoring. The initiative aims to enhance monitoring and evaluation systems and promote evidence-based planning and decision-making across the education sector.

Participants reviewed the proposed indicators and monitoring tools designed to measure progress in education service delivery and sector performance. The discussions focused on ensuring the framework aligns with national education priorities and supports effective tracking of results and outcomes during the 2023-2027 strategic planning period.

The workshop also endorsed a clear implementation roadmap for operationalizing the framework. By September 2026, partners will complete project mapping exercises and agree on reporting arrangements and responsibilities within MOGEI and among sector partners. The monitoring framework will be finalized with customized reporting templates for development partners by 2 October 2026.

In addition, the education sector data collection tool is expected to be developed, tested, and launched by 9 October 2026, with the first round of data collection scheduled from 12 to 30 October 2026. Data validation and analysis will be completed by 15 November 2026, while the first General Education Sector Monitoring Framework report is expected to be produced by 15 December 2026.

The overall objective of the workshop was to finalize sector indicators, data collection tools, and reporting mechanisms that will strengthen monitoring, evaluation, accountability, and evidence-based planning throughout the implementation of the General Education Strategic Plan 2023-2027.

Speaking during the closing session, George Mogga, Acting Undersecretary and Director General for Planning and Budgeting at MOGEI, emphasized the importance of the framework in strengthening education sector management and accountability.

"This validated framework provides the tools we need to track progress, measure results, and make informed decisions based on evidence. We are committed to ensuring that all states utilize this system to improve education service delivery and achieve the objectives of the General Education Strategic Plan by 2027," he said.

The UNESCO Representative in South Sudan reaffirmed UNESCO's commitment to supporting the country's education priorities.

"Education remains a national priority, and UNESCO remains committed to supporting the Government of South Sudan in strengthening education systems, improving data-driven decision-making, and enhancing learning opportunities for all children," the representative said.

At the conclusion of the workshop, participants endorsed the validated framework and agreed on key actions for its implementation. These include strengthening the capacity of Education Management Information System (EMIS) and Monitoring and Evaluation officers at both national and state levels, institutionalizing regular sector performance reviews, and promoting the systematic use of education data to inform policy development, planning, and resource allocation.

The validated General Education Sector Monitoring Framework is expected to play a critical role in improving accountability, measuring sector performance, and supporting the achievement of national education goals over the 2023-2027 period.
