MoGEI Strengthens Education Coordination Through National Capacity-Building Workshop

Juba, South Sudan – The Ministry of General Education and Instruction (MoGEI), in partnership with Save the Children, has commenced a three-day capacity-building workshop aimed at strengthening education sector coordination at national and sub-national levels.

The workshop brings together education sector coordinators from South Sudan's ten states and three administrative areas, alongside representatives from the national and state ministries of education, technical working groups, the Education Cluster, and development partners.

The training seeks to address existing coordination challenges and strengthen institutional mechanisms for effective collaboration from the national level down to states and counties. The initiative is aligned with the Ministry's strategic priorities and the General Education Sector Strategic Plan (GESP) 2023-2027.

Officially opening the workshop, the Acting Undersecretary of MoGEI emphasized that the training is intended to address long-standing coordination gaps, including duplication of efforts, unclear roles and responsibilities, and weak information-sharing practices. He noted that coordinators serve as the backbone of the education system, linking the national ministry, state ministries, and development partners.

The Acting Director General for Planning and Budgeting, who also oversees Partner Coordination, highlighted that the workshop is anchored in the GESP 2023-2027 and will focus on ten key objectives. These include sharing the draft education sector coordination framework, strengthening government leadership and ownership, clarifying roles and responsibilities, improving partner mapping approaches, and enhancing communication and information-sharing mechanisms.

Other key areas of focus include aligning partner interventions with government priorities, strengthening planning and resource mobilization, building capacity in proposal development and data management, and improving coordination for Education in Emergencies (EiE).

The workshop was officially opened by David Lowela Ladu, Director General for Basic and Secondary Education and Acting Undersecretary of MoGEI. Supported by Save the Children, the workshop is being facilitated by the Education Cluster and a technical team drawn from the Department of Partner Coordination, the Executive Support Office, and the MYRP Secretariat.

Over the three days, participants will engage in practical training sessions, simulation exercises, and group work designed to address coordination bottlenecks at both the national ministry and State Ministries of General Education and Instruction.

The workshop is expected to culminate in concrete action plans with clear responsibilities, timelines, and monitoring arrangements to institutionalize effective coordination and follow-up mechanisms across all levels of the education system.

Participants are also expected to strengthen partner mapping and reporting, improve the quality and use of education sector data, and contribute to the development of a results-based monitoring framework.

MoGEI reaffirmed its commitment to ensuring that all partner-supported interventions are aligned with national education priorities and contribute to improved learning outcomes for children across South Sudan.
