Digital Transformation: Moving from Paper-Based to Digital School Inspection for Real-Time Data

The Ministry of General Education and Instruction (MoGEI), in partnership with UNICEF through the Global Partnership for Education (GPE)-funded Transforming Education in South Sudan (TESS) Programme, launched a three-day training for Master Trainers on Digital School Inspection. The three -days meeting was held in Juba, at Glory Regency Hotel, on 28^th -30^th July 2026.

The training brings together 46 Master Trainers from 20 GPE-TESS supported counties and aims to equip participants with advanced knowledge and practical skills in the use of digital inspection tools and modern approaches to conducting school inspections.

Through this initiative, MoGEI seeks to strengthen school supervision, improve the quality and timeliness of data collection and reporting, and enhance the monitoring of teaching and learning processes in schools across the targeted counties. The shift from paper-based inspections to digital systems will enable real-time data capture, analysis, and reporting, supporting evidence-based decision-making at all levels of the education system.

Upon completion of the training, the Master Trainers will cascade the knowledge and skills acquired to County Education Directors, School Inspectors, and Head Teachers. This will support the nationwide rollout of digital school inspection systems at county and school levels.

South Sudan continues to face challenges in education quality assurance, institutional monitoring, and compliance enforcement due to limited resources and capacity constraints at sub-national levels. These challenges have often affected the effective implementation and enforcement of quality assurance standards in schools.

The Digital School Inspection initiative is designed to address these gaps by strengthening the capacity of education officials and inspectors to implement digital inspection processes. The project will also support the development and utilization of a web-based Management Information System (MIS) Dashboard, enabling Quality Assurance Managers to access, monitor, and analyze inspection data in real time.

By embracing digital transformation, the Ministry is taking a significant step toward improving accountability, enhancing service delivery, and strengthening the overall quality of education across South Sudan.

Meanwhile on his part, Quiriko Tombe Secretariate of Examination for Secondary Exams who was one of the master trainers reported that digital inspection tools have simplified data collection and centralized reporting. he also explained that the tools for digital inspection make it easier to collect data and centralized information ‘’.
