Ensuring Quality Learning Through Enhanced School Management: Progressive Review of the All Schools for All" Pilot Project in Juba.

The Ministry of General Education and Instruction (MoGEI), in partnership with the Japan International Cooperation Agency (JICA), conducted a progressive review workshop of the "All Schools for All" Pilot Project, highlighting the positive impact of strengthened school management on teaching and learning outcomes in Juba.

The workshop brought together head teachers, deputy head teachers, Parent-Teacher Association (PTA) members, School Management Committee (SMC) representatives, and County and Payam Education Directors from 26 primary schools across Juba. The event was held at Glory Regency Hotel on 24 July 2026 and provided an opportunity to assess progress, share experiences, and identify lessons learned from the project.

The All Schools for All Pilot Project was designed to make schools more inclusive, accountable, and effective, ensuring that every child, including girls, children with disabilities, and returnees, has access to quality education.

Key Achievements Strengthening School Leadership

Head teachers and School Management Committees from the 26 participating schools received training on school improvement planning, financial management, and learner tracking. As a result, all participating schools have developed and are actively implementing School Improvement Plans, enabling more organized and efficient school management.

Promoting Data-Driven Decision Making

Schools are now using attendance records and classroom assessment data to identify learners who are at risk of dropping out. This approach has enabled teachers and PTA members to provide early support and follow-up interventions, helping learners remain in school and improve their academic performance.

Enhancing Teacher Support

Monthly school-based mentoring sessions and classroom observations are being conducted regularly. Head teachers reported noticeable improvements in teacher performance and an increased use of learner-centred teaching approaches in classrooms.

Strengthening Community Participation

PTAs and SMCs are meeting regularly to discuss school performance, learner welfare, and school safety. The introduction of community scorecards has enhanced transparency, accountability, and parental involvement in school activities.

Schools have also established mechanisms to support girls, learners with disabilities, and children returning to school after displacement, ensuring that no child is left behind.

Voices from Stakeholders

Speaking during the opening of the workshop, the Director General for Basic and Secondary Education, Mr. David Lowela, commended JICA for its partnership and support in strengthening school management across participating schools.

“Schools cannot function without proper planning. Through this project, we were trained on how to plan effectively. Today, our schools are running more smoothly because of the planning skills we acquired,” said the Head Teacher of Gudele East Primary School.

A Deputy Head Teacher from Al Mansor Primary School also highlighted the benefits of the initiative:

“The skills we have learned have greatly improved the way we manage our institution. Since we started using data and working closely with PTAs and SMCs, we have seen improved school attendance and better learning outcomes. Effective school management is the key to quality education.”

Mr. Musa Taban, a PTA representative, expressed his appreciation for JICA's support to schools and encouraged the agency to continue expanding its assistance to government schools across South Sudan.

“This project has brought positive changes to our schools and communities. We hope that more schools across the country will benefit from similar support.”

Looking Ahead

The progressive review workshop confirmed that investing in effective school management contributes directly to improved teaching and learning outcomes. Strong leadership, data-informed decision making, teacher support, and active community participation are proving to be essential ingredients for quality education.

The two-year All Schools for All Pilot Project, funded by the Japan International Cooperation Agency (JICA), continues to demonstrate how strengthened school governance can create more inclusive, accountable, and effective learning environments for all children in South Sudan.
